The objective of TNPCB is to control, prevent and abate pollution of streams, wells, land and atmosphere and to protect the environment from any degradation by effective monitoring and implementation of pollution control legislations.

  1. Monitor the pollution arising from all the industrial activities, according to the categories of industries i.e. Red (highly polluting), Orange (medium polluting) and Green (less polluting) to control and abate pollution.
  2. Take necessary action for the issue of consent orders to eligible new industries, which are not attracting Environment Impact Assessment Notification on receipt of their application in full shape.
  3. Inspect the industries and Collect and analyse the trade effluent / sewage samples and conduct air quality surveys to monitor the compliance of standards.
  4. Investigate Complaints on environmental issues and redress the grievances of public, entrepreneurs, etc., on environmental issues with due concern.
  5. Renew the consent orders to existing industries only on compliance of conditions and standards.
  6. Take necessary legal action for the issue of directions for closure, stoppage of power supply against erring industries for non-compliance of pollution control legislations, conditions and standards.
  7. Monitor the water quality of Cauvery river and water sources by conducting periodical inspection and sampling.

The Tamilnadu Prevention and Control of Water Pollution Board was constituted by the Government of Tamilnadu on twenty seventh day of February, Nineteen eighty two (27-2-1982) in pursuance of the Water (Prevention and Control of Pollution) Act, 1974 (Central Act 6 of 1974). The Board was later renamed as Tamilnadu Pollution Control Board (TNPCB) in the year 1983. It enforce the provisions of the Water (Prevention and Control of Pollution) Act, 1974, the Water (Prevention and Control of Pollution) Cess Act, 1977, the Air (Prevention and Control of Pollution) Act, 1981, and the rules made under the Environment (Protection) Act, 1986 which includes

  1. The Environment (Protection) Rules, 1986
  2. The Hazardous Wastes (Management, Handling and Transboundry Movement) Rules, 2008.
  3. The Manufacture, Storage and Import of Hazardous Chemical Rules, 1989 as amended.
  4. The Biomedical Waste (Management and Handling) Rules, 1998 as amended.
  5. The Plastics Waste (Management & Handling) Rules, 2011
  6. The Municipal Solid Wastes (Management and Handling) Rules, 2000
  7. The Battery (Management and Handling) Rules, 2001
  8. The e-Waste (Management and Handling) Rules, 2011
CONSTITUTION OF TNPCB

The TNPCB is constituted by the State Government. It comprises a full time Chairman, 5 officials nominated by the State Government, 5 persons to represent local authorities, 3 non-officials to represent the interests of agriculture, fishery or industry or trade, 2 persons to represent the companies or corporations owned by the State Government and a full time Member Secretary.

The main functions of the TNPCB under the provisions of the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 are as follows

  1. To plan a comprehensive programme for the prevention, control and abatement of water and air pollution.
  2. To advise the State Government on any matter concerning the prevention, control or abatement of water and air pollution.
  3. To collect and disseminate information relating to water and air pollution and the prevention, control or abatement thereof.
  4. To inspect sewage and trade effluent treatment plants for their effectiveness and review plans, specifications for corrective measures.
  5. To inspect industrial plants or manufacturing process, any control equipment and to give directions to take steps for the prevention, control or abatement of air pollution.
  6. To inspect air pollution control areas for the purpose of assessment of quality of air therein and to take steps for the prevention, control or abatement of air pollution in such areas.
  7. To lay down, modify or annual effluent standards for the sewage and trade effluents and for the emission of air pollutants into the atmosphere from industrial plants and automobiles or for the discharge of any air pollutant into the atmosphere from any other source.
  8. To evolve best economically viable treatment technology for sewage and trade effluents.
  9. To collect samples of sewage and trade effluents and emissions of air pollutants and to analyze the same for specific parameters.
  10. To collaborate with Central Pollution Control Board in organizing the training of persons engaged or to be engaged in programme relating to prevention, control or abatement of water and air pollution and to organise mass education programme relating thereto.
  11. To perform such other functions as may be prescribed by the State Government or Central Pollution Control Board.
ORGANISATIONAL SET UP

The organization structure of TNPCB is a three-tier system consisting of a Head-office at Chennai, Zonal offices and District offices with a total staff strength of 700 besides a separate wing of laboratories are linked to the offices at three levels. The Board has 5 Zonal offices headed by Joint Chief Environmental Engineers. Further there are 36 district offices, headed by District Environmental Engineers. Two flying squads are also functioning at Erode and Tiruppur.

To assist the Board in monitoring the industries, 5 Advanced Environmental Laboratories, 10 District Environmental Laboratories are functioning. These laboratories carry out analysis of samples collected of sewage, trade effluents, emissions and hazardous wastes.


Power Delegation for the issue of Consent Orders, Renewal of Consent Orders, issue of Authorization and Registration

In order to dispose of the applications made by industries for the issue of Consent / Authorizations / Registration expeditiously, Board has revised the delegation of Powers in respect of issue of consent orders under the Water (P&CP) Act, 1974, as amended, the air (P&CP) Act, 1981, as amended, issue of authorization etc as detailed below.

For any expansion projects of highly polluting industries those are attracting the G.Os 213 & 127, the Issue of Consent will be considered by placing it in TSC in the case of RL, CCC in the Case of RM and ZLCCC in the case of RS followed by recommending the project in Board meeting for obtaining G.O relaxation from Government. After getting the G. O relaxation, CTE will be issued by Chairman in the case of RL, MS in the Case of RM and JCEE (M) of Zonal office in the case of RS.
