The main function of Village Panchayat is to fulfill basic amenities like Water supply, Health, Roads and maintenance of Street Lights. Panchayat Administration, monitoring of Village Panchayat President activities and releasing of funds to the following schemes are being implemented through office of Assistant Director of Rural Development (Panchayats). He also release the statutory and non statutory grants and Assigned revenues for 3 tiers and monitoring of collection of taxes, fees, fines and other revenue due to Village Panchayats and works taken up in their own general funds for 3 tiers. He is monitoring the maintenance of Drinking water supply, Street lights, etc., in rural areas.

Assistant Director of Rural Development (Panchayats), will supervise the matters relating to inspection of Village Panchayats, Panchayat Unions, and District Panchayat Office, records, works, and assets etc., any other proceedings under the Tamilnadu Panchayats Act 1994 against Village Panchayat Presidents / Chairmen / Members of Village Panchayat, Panchayat Union, District Panchayat etc.

The PR System in Tamil Nadu is a well-knit three tiered structure of Panchayats (Village as well as Town), Panchayat Unions and District Development Councils (DDCs) at the Village, Block and Development District levels respectively. However, it can be said that in practice it is a two tier system in view of the fact that the DDCs are in effect only advisory bodies without executive power and they are not having directly elected representatives of the people. There is no provision for Gram Sabha and Nyaya Panchayats.

VILLAGE LEVEL: VILLAGE PANCHAYAT/TOWN PANCHAYATS

The Village Panchayats and Town Panchayats constitute the lowest tier. Village Panchayats are constituted in all villages having a population of 500 or above. In case of population being less than 500, two or more villages had been clubbed together to form a Panchayat. T own P anchayats are constituted in local areas possessing urban characteristics where the population is above 5000 and the normal annual income is not less than Rs.10,000/-. A Town Panchayat with a population of 20,000 or more with normal annual income of Rs.1,00,000 may be converted into a Town Municipality.

Apart from the above, the Panchayat Townships also form part of the Town Panchayat Administration at the State level. About one crore people constituting almost one-fifth of Tamil Nadu's population live in these areas. There were 79 Grade II, 266 Grade I, 283 Selection Grade Town Panchayats and 17 Townships in this State as on 1990-91, The strength of the Panchayats with respect to the number of members may vary between five and fifteen which will be fixed with reference to the population. The President of the Panchayat is elected directly on non-party basis in case of Village Panchayats and on party basis with regard to Town Panchayats. Seats for SC/ST have been reserved in consonance with their population, subject to a maximum of three. While in case of Village Panchayat, the President is the Executive authority, for Town Panchayat it is full time Executive Officer.

State Finance Commission Grants

The Assistant Director of Rural Development (Panchayats) released State Finance Commission, Pooled Assigned Revenue and Thirteenth Finance Commission grants to 3 tiers with the approval of the District Collector / Inspector of Panchayats as detailed below for last three years.

  1. Allocation to Village Panchayats

    Under State Finance commission Grant allocation to Village Panchayats has been made in two types.

    1. Population Basis Fund

      Under this category on the Population Basis funds are admitted and released to all Village Panchayats every month. From this fund expenditure may be incurred for Village Panchayats Administration and works.

    2. Minimum Basis Grant

      Under this category Rs.25,000/- has been admitted for every month and totally Rs.3,00,000/- for a financial year. This fund may be incurred for the Electricity Charges and water Charges to TWAD Board.

  2. Allocation to Panchayat Unions

    Under State Finance commission Grant allocation to Panchayat Unions has been made in two types.

    1. Population Basis Fund

      Under this category on the Population Basis funds are admitted and released to all Panchayat Unions every month. From this fund, expenditure may be incurred for Panchayat Union Administration and works.

    2. Population Basis Fund

      Under this category Rs.2,50,000/- has been admitted for every month and totally Rs.30,00,000/- for a financial year.

  3. Allocation to District Panchayat

Under this category fund is released to District Panchayat every month. The amount may be incurred for administration and works.
